Job Description

Kaapro Management Solutions Pvt. Ltd. is a consulting firm engaged in consulting assignments across diverse sectors in India, has been engaged with The Odisha Rural Development and Marketing Society (ORMAS) to provide consulting services for Conducting Recruitment of Staff in ORMAS. In this regard, Kaapro invites applications from qualified candidates for the position of Project Executive (HR & Admin) on contractual basis.


‘The Odisha Rural Development and Marketing Society’ (ORMAS), is an autonomous body under Panchayati Raj Department, Government of Odisha.  Registered under Societies Registration Act-1860, it has been rendering yeomen services in livelihood promotion and rural product marketing in Odisha since 1991.  The Society plays critical role in facilitating marketing of rural products and in giving competitive edge for its promotion.  A large proportion of rural households, producers in general and the rural artisans in particular who live in less favoured, marginal or more complex environment get advantage from it.  At present, it is functioning in all the 30 districts across the State under the direct supervision of the respective district administration. With the implementation of National Rural Livelihood Mission (NRLM), ORMAS has successfully facilitated implementation of several self-employment schemes.  

The qualified & professional manpower is required to achieve the mission’s objectives.


Job Description:

Incumbent of this role shall be responsible for:

 

  • Designing and ensuring implementation of all HR policies, systems and procedures.

  • Assisting hired agency / firm in executing Annual work plan related to human resource management and OD interventions.

  • Undertaking staff recruitment/selection, contracting, induction and posting of staffs.

  • Developing necessary terms of reference for technical agencies, monitor and supervise their work and ensure timely deliverables.

  • Ensuring execution of all staff training and capacity building activities.

  • Ensuring execution of performance Management System.

  • Ensuring implementation of all HR rule related to engagement, separation, transfers, promotion, grievance redressal of issues related to HR and disciplinary control, etc.

  • Maintaining personal records for staff members and prepare necessary HRIS/coordinate with external agency for development of HRIS.

  • Ensuring statutory obligation related to staffing and employment.

  • Undertaking periodic field visits and work closely with District & Block teams to address HR issues at field level and provide technical assistance to project team for implementation of HR Rules.

  • Completing any other task as assigned by ORMAS.


Remuneration: Pay Band Rs. 9300-34800/- p.m. (based on the suitability of the candidate); Grade Pay of Rs. 4200/- p.m.; Scale Equivalent to the Govt. Pay Band of 6th Pay Commission - S10B-,PB-2

 

Assignment Location:  Bhubaneswar, Odisha

 

Qualification: Full Time Master / Post Graduation Degree in Behavioural Sciences, Psychology, Social Work, Sociology, Human Resources, 2 yrs PG Diploma in Management with Specialisation in HR.

 

Age: 25-35 Years as on application closing date

 

Experience & Knowledge:

Applicant for this job must have:  

  • Minimum 2 years progressive experience in the field of human resource with last two years in leadership roles in a development Sector.

  • Experience in rolling out HR strategy in a large organization.

  • Has experience in handling end to end recruitment and selection, rolling out performance management system, developing HR Manual, Terms of Reference(TOR) for hiring consultant, training and development and formulate HR policy independently.

  • Must have worked in externally aided/government funded development projects in the country.

  • Strong understanding of the issues related to recruitment and selection, performance management, training and development, compensation management developing HR policy, staff contract management, organisational development strategies and recent trends in human resource management in development sector.

  • Has sound knowledge in labour laws. Must have understanding of the development sector and cross cutting themes.

  • Ability to think conceptually and strategically and play and advisory role to top management and teams.

  • Leadership skills, including the ability to supervise and motivate a diverse team.

Selection Process:

Selection process will consist of the following successive stages:

  • Resume Screening -> Objective Test -> Subjective Test ->Panel Interview

    • Resume Screening - for eligibility check

    • Objective Written Test - For assessing Language proficiency, Aptitude, Analytical Skills, General Knowledge, Subject knowledge etc. Only shortlisted candidates shall be notified for the test.

    • Subjective Written Test - Open ended questions for subject matter knowledge and skills. Only shortlisted candidates who qualify and hold merit position in Objective Written Test, as per ORMAS Guidelines, shall be notified for the subjective type written test.

    • Selection Panel Interview - to check suitability, level of experience and expertise and personality fit for the role. Only select candidates who qualify and hold the merit on above assessments shall be notified for the interview.

  • Applicants should be ready to travel to the designated test location / venue at short notice and at their own cost for all levels of assessments

  • List of the successful candidates at each level of assessment shall be notified by email to shortlisted candidates only. Applicants should ensure that the “e-mail id” given in the online application is maintained active.

  • Selection process can be modified based on the role requirements and guidelines / directions of ORMAS

 

IMPORTANT NOTE: - Incomplete application shall be outrightly rejected; The content provided in the online application shall be considered to be true and shall be basis of the screen of applicant’s qualifying criteria. Any discrepancy in future between online application submission and reality shall make the application null and void at any stage of employment process. All documentary evidence shall be required to be produced at appropriate time. Absence of documentary evidence in support of the applicant’s submission shall make the applicant ineligible for the role.
